Japan is warning about a wave of data breaches (October 2026). Where do we start?

On 9 October 2026, after several cases of personal data stolen through unauthorised access, Japan's National Cybersecurity Office (NCO) asked businesses that handle large volumes of personal information to act on three fronts: manage web systems properly (patch quickly, retire unsupported products), defend against compromise through the supply chain (check contractors and subcontractors, put security requirements in contracts), and manage data properly (minimise what you keep, control accounts, strengthen log collection and monitoring). Two texts turn this into a plan. METI's Cybersecurity Management Guidelines Ver. 3.0 put the incident response team in Direction 7, business continuity and recovery in Direction 8, and the supply chain in Direction 9. For personal data, APPI Article 26 and PPC Rules Article 7 make a leak reportable to the PPC, as a general rule, when it involves special care-required personal information, data that could cause financial loss if misused, an act with a wrongful purpose such as unauthorised access, or more than 1,000 people. Data protected by strong encryption is excluded when the decryption keys were not exposed, and a processor can meet its duty by promptly notifying the business that entrusted the data. The preliminary report goes in promptly after you learn of it, the final report within 30 days (60 days for wrongful-purpose cases), and the affected individuals must be notified unless that is difficult and you take an alternative measure to protect them. ISMS Copilot drafts the incident procedure, the report content, and the supplier questions against those texts. It is documentation support, not legal advice.

Which Japanese frameworks does it support?

Specialist coverage for the APPI (Act on the Protection of Personal Information), the My Number Act, and METI's Cybersecurity Management Guidelines, plus JIS Q 27001 through the same knowledge as ISO 27001. There is no dedicated ISMAP, FISC, or PrivacyMark pack yet. The same workspace covers ISO 27001, SOC 2, and other global frameworks when you work across markets.

Does the 2026 APPI amendment apply yet?

Mostly not. Act No. 56 of 2026 was promulgated on 17 July 2026. The strengthened penal provisions take effect on 17 January 2027. The main changes, including the new administrative surcharge, take effect on a date set by Cabinet Order within two years of promulgation. Until then, the current leak reporting rules apply.

Where is Japanese customer data hosted?

Database and document storage live in Frankfurt by default. An optional EU processing path is available. See /coverage for the current routing split.
